fun with budgets

As the budgets wind their way through congress really, really late, I noticed
the following two lines back to back,

1) a decision NOT to allow for $322 million dollars for NOAO to fund a climate service center,
2) a decision to fund $2.3 billion dollars of disaster funding for flooding and hurricanes, which are noted to be at "historically high levels".

Some things I can't even bother to raise a good snark over.
