I read somewhere that the networks are doing this intentionally. They start a minute early so you miss the first minute, or they start a minute late so you miss the last minute of the show. This is done with the specific goal of disrupting time-shifting of shows.
With my old manually-set VCR I usually started recording a minute or two early and stopped a minute or two late, just in case the clock was off. I don't know if DVRs have this feature, but it sounds like a good reason to build a MythTV box where such a feature could be added easily.
