Google Talk, via your Gmail page? Or are all https: pages blocked? (I know Gmail is accessible via http:, but as that's true only after you've logged in via https, it's not very useful).
ICQ, Yahoo, AIM and MSN all have web-based versions, but they're almost certainly blocked if they've blocked Meebo and e-messenger.
A few other web-based IMs that seem to be semi-operational:

CUIM Appears to be compatible with itself and AIM only, might be better than nothing.
Say You Say Me Doesn't appear to be compatible with other IM apps, so everyone you wanted to talk to would have to register. Probably too much of a pain to be worth it.
