unclear on the concept

Today was a "discussion" on the final systems specs for the satellite, and we were discussing the uplink data volume requirements, and how often the onboard catalog needed to be updated. The engineer can't understand why we needed so much uplink capacity. After several minutes of discussion she said "I don't understand, its not like the stars move."

Every astronomer in the room did a head into the desk move.
