I know in Jersey (where I grew up, not sure what the laws are in NY, anything over 15 over and you run the risk of loosing your license (I think it was 20+ on the parkway/highways, but in-town it was 15)
In addition +20 over in VA is a CRIMINAL offense. My one day fighting a ticket in FFx co court I saw a few reckless cases end with the offender escorted away in bracelets.
Cops were out in force today, but I was still driving like a nimrod. A cop flashed his lights at me when I was driving a smidge over 85 in a 65. I feel blessed he then passed me. *grin*
