Here's where I confess my ignorance of history. How well did that work out? On the plus side I think it'd better align the police's motivation with the people's interests. On the minus side it seems like the police would unduly favor rich citizens, and poorer areas would be underserved. And I can't imagine what the jurisdictional nightmares would be like in today's society.
It worked out pretty well if you were rich. Especially with out all those pesky rules about rules of evidence, right not to incriminate yourself, and questioning via torture.
